Today, three major Guatemalan newspapers reported that various committee members in their Congress met, and decided to push back implementation of the Hague Convention until April 30, 2008 (as opposed to January 1). The Congressmen met to come to some agreements before they actually vote on amendments to the new adoption law. According to our agency, the attorneys down there have been hearing for about a week that this was likely to happen. April 30 should be plenty of time for us to complete our adoption of Daniel. (Hopefully it will be sooner, but one never knows...)
JCICS issued this statement today. New legislation, which should be voted on next week, includes the April 30 implementation date and a "strong" grandfather clause.
If passed, this would be extremely beneficial for the children, as it provides a reasonable plan and funding for child services. We are breathing a sigh of relief, but won't feel really comfortable until the April 30 extension is made official through a vote next week.
In related news: We are still not back in PGN. Apparently our lawyer/faciliator requested the certification of Daniel's birthmom's unmarried status a couple weeks ago, and the birthmom signed whatever she needed to sign. But the Civil Registry doesn't have the piece of paper ready yet. If you've ever travelled in Latin America, you know that everything moves v-e-r-y s-l-o-w-ly there. (Great if you're on vacation in Puerta Vallarta, not so great if you're in the middle of an adoption!) Our agency hopes we'll get the piece of paper later this week, so we can get back into PGN and start over. We'll keep ya posted.
